the peoople on the bike pub should be pulled over and given a breathalizer. thats a DUI on public roads, even though they are not driving i'm pretty sure it still counts. you can't have drunk people on a bike falling off the bike seat in the middle of a busy street.

Blood doesn't carry oxygen so well after a few beers. I think the thing is self-regulating.
