One question: I think a windproof shell over each of the legs would help keep the legs better. Would it work to get some ripstop nylon (like for a tent or backpack or sleeping bag) and sew leggings from them to fit over my jeans, and then use elastic to keep them closed top and bottom?[/QUOTE]
It would probably be eaiser and more effective to just by some wind pants from a sporting goods store.
