I was going to come see what was wrong with your brifter the other day, but this looks like a fun challenge too! Kpug pointed out most of my concerns, the biggest being the bottom bracket, brakes and cable stops- all of which will likely need to be bought or found. I have the rest of the week off though to work on this!

Way off topic but are the Red Rooster, White Pig, and Blue Moon still in Bremerton? Back in the late 80's during overhaul, we used to do the"Red, White, and Blue" tour. You could crawl from our barracks to the Red Rooster right out of the back gate.
