If your ride is so short, there is really no need to dress in layers. why don't you find a single layer solution that works for a specific range of outdoor temperatures. Perhaps, a lightweight, medium weight, and a heavy weight for different kinds of weather.

That way, you can continue to ride, yet it wont take as long to get dressed up for the ride.

I've used this approach with ice fishing in the winter. Sure, I have all the various layers of warm clothing, but frankly, sometimes its nice to be dressed in jogging pants and Tshirt for the drive to the lake, then I just slip into a snowmobile suit when I get there.
