I run a softshell over the gamut of layers. Air movement is good since it moves moisture with it. Remember, at those temps, stopping for a moment and getting a damp chill is a bad thing. Which is why I also suggest--strongly--you also carry a lofting insulation vest/jacket, extra hat and gloves when going out at those temps.
