The Mec whoosh jacket is what I use here in Halifax. A t-shirt, sweater and that does me fine for an hour in -25degC (coldest I've tried it with) with decent steady wind. Sometimes just a long sleeve t-shirt and the jacket are all I need in the winter, and if you get hot the armpit zips are very nice and long.
