Compostion of Pinarello Decals?

Well, the Pinarello is back in perfect shape after last weekend's crash. Thank God I was able to put my body in between the asphalt and the bike. Took one for the Pinarello!

I have been looking at the ghost decals trying to figure out whether to: 1) Leave the ghosts; 2) get rid of the ghosts; and/or 3) get new decals.

Looking at the ghosts, I can't determine the makeup of the decals so that I can figure out how to remove the remainder. As I run my fingernail over the area where the letters were before they peeled, it seems that the surface outside of the letters is a layer higher than in the letters. I can't find any other edge to the decals. And, the residue doesn't react to a hairdryer.

Is it possible that the decals were originally placed on the frame followed by a clearcoat?

How do I even out the surfaces or do I just place new decals over the old?
