Get the Air Zounds horn. It's loud and will probably scare the crap out of them.
I also yell really loudly and let them know I'm not stopping, so move it! Actually, I don't say all that, I just yell "MOVE IT!" when I'm about 20 yards away, and people usually scoot as I'm barrelling towards them.
