The long john idea may keep you warm on the ride, but they're gonna be hellishly hot and uncomfy the rest of the day, so unless you plan on hitting the bathroom to take 'em off, I'd kill that idea.

I wear rainpants over my slacks in the winter, and they do a pretty good job of cutting out wind chill, keeping the snow off, and protecting my pants from spray. They're quick and easy to step out of, too.

I have a superlight pair I got from REI for about $40 bucks.

I once wore a pair of snowboarding pants on the bike, and remember that while warmer, they did feel really bulky and the pant leg openings needed to be secured to the ankle and out of the way with a strap or something. May be worth looking into a pair of those if you need more warmth than the rain paints provide. I got mine off the clearance rack at TJ Maxx for $20! Good for sledding, too!
