Mounting the beast to the top of the rack was easy enough, but what do you with the goofy plastic clip/tounge/lever thing that replaces the bunjie cord and hook that I have seen on ever other pannier I have ever set eyes on? The pannier seems like it would shift all over the place and be knocked around the first coblestone road I hit. What gives?

The pannier, if properly attached to the top of the rack can only swing on the bottom, away from the bike/rack. The "goofy thing" gets positioned towards one of the rack rods running fairly vertically, and hooked behind it, so that the rod is captured between it and the pannier, so that the pannier cannot thrash around. When mounting on the pannier, I hook the "goofy thing" in first, before I lock in the top clips. Did it with several panniers, always successfuly. There is huge amount of adjustability for it to work very securely with fast ingagement/dis-engagement. It requires a little improvisation, because the best mounting depends on the particular pannier and rack. It works great with Tubus racks.
I did try the backpack attachement, it is not too bad, but not really great either.
