You could put a level on it to check, but from the photo it does look a bit bent. Perhaps it was involved in a crash. At any rate, the beauty of steel is that it can almost certainly just be bent back without endangering the structural integrity. Or ignored.

Edit: on second thought, crash damage seems less likely than shoddy work on the manufacturer's part. Probably still just a cosmetic issue though.
