I don't see any techical problems , seems that with a drill press and some sort of jig it could be done.
I am so excited about doing this I just bid on a 24 hole hub. Don't think I will do this with a wheel however.

the reason ? - I want to and it will save me at least $75.00
Well, you might want to think about this.

You didn't say what kind of hub. When you drill more holes in the hub flange, you are also weakening the flange because you are removing material from it. You could easily find yourself with a wheel that is both heavier because it has twice as many spokes and weaker because it has drilled out flanges. I doubt that's the result you're looking for.

For the record, all of the 40 and 48 hole hubs that I've seen were tandem hubs that have wider flanges with more area in the hole circle. No way would I try it with a conventional 24 hole road bike hub.
