Do any of you know of a lugged steel bike with 700c wheels sized to fit a 5'4" person that I can copy the geometry for a possible lugged steel bike frame build?

I have access to enough tools and just enough interest to try frame building and would like to build one for my fiance. She would like to try a steel frame bike but we don't have one that would fit.

Now that I think of it, I think BigBossMan had something that may fit this bill. Hey BossMan, what size/geometry is your daughter's bike?
Sure.. Find an 1988 Model Specialized Sirrus in 47cm. How do I know? I'm 5'4" Even a '07 onwards would work.
