From my experience (and I am a N00b), I would spend the money on a pipe cutter. Nice clean and straight cut.

Now, I did use a hack saw on my first set of cut bars and it just required a little filing to clean up the cut.

But once the grips or tape goes on there no way to tell what you used to cut the bars with.
