I get into it with one of my friends the other day though. You can't really base effort or recover based strictly on power or hr alone. There are days where 200 Watts might kick your butt and then days where 240 watts will. I find that I feel the pain even on days where I am putting out no power but my hr is high. So I think that you have to base your recovery on heart rate. (any kinesiologists want to chime in here?)
Power and HR go together, i.e. if one is up and the other isn't then somethings going on.

If your power is higher than normal but your HR is only 70-80%, then that means you can go harder and you should re-evaluate stuff.

If your hr is through the roof, but you're dying to maintain 80%, then you might need to take a break.

Recovery is based on a combination, not just one of the two factors.
