Malum in se or malum in prohibitum... karma police may still care! :-)

I have no idea on how they work, but it has been my impression that the intersection needs certain equipment for this to work and that it is in use only in larger, more heavily trafficked crossings where there may be a real need, e.g. near a hospital or fire dept.
