bikes for small people that need 49cm's should be riding 650c (26" road) wheels anyways... you cant make a good bike that small with 700c's unless you get over the toe overlap and enjoy the larger wheel diameter..
Opinion. And a wrong one at that. Unless you make u turns at 3 mph on one way narrow streets all day long. Then you may be right.
