Yes, machine built wheels are less expensive than custom. Also, yes you can buy machine built wheels and re-tension them by hand. The only two reasons I see in building your own wheels are (1) The specs are not available machine built, and (2) personal pride.
I think this is worth a lot more than the money you'll save.
