You'll need clamp-on cable stops for the downtube. Difficult to tell much about the "bump" from the photo, but did the bike happen to have Suntour Symmetric downtube shifters on it? I've got a bike with a similar situation, with a brazed on mount for the Symmetric shifters. Not good for anything but mounting those particular shifters-
