In other words, you're wanting to mount a derailleur with a 1 3/8" clamp on a 1 1/8" diameter seat tube. I've made shims out of PVC pipe- you'll want a piece about 2 inches long to make sure the derailleur is stable. They've worked fine for thousands of miles.
