just hit the bolt as long you hit the bolt the force will drive the wedge out. it will not hurt the headset or the fork unless you miss the bolt and hit the fork leg or the headset head-on. i have done this for years and never hurt a fork or a headset.the wd-40 or oil will help break the bond.
