All at the same time! This is on a moderately busy street, too. I postulate that he is being raised by wolves, since human parents would have more sense.
If your not on your cell, wearing your helmet, & the traffic is clear, join him.

Yeah, go over, stike up a conversation, tell him his bike looks cool, ask him questions about it. Then after a block or two, remind him that it's safer to ride correctly, ie; helmet, right side of street, stop to use cell. Ask him if he ever saw a driver do something wrong while on a cell, remind him it's not safe to "cell & cycle". Be a good/positive influance, 'cause he'll probably see you again some other day, but differently.
And if that don't work, in a week or so ask him for his home phone number so you can call there on HIS cell the day he gets smacked.
