"Up to 350" is a range of 0 to 350.
350+ is a range of 350 to infinity.
I love it when people say "Up to 350 or more", which is exactly what you said. It means absolutely nothing; you could have said "Up to 20 or more" with the same meaning.
Actually it really means you don't really know. If you knew, you would state the upper limit definitively, not as a point in a continuing range.
