I'd really like for it to hold more and I don't think that being too big could ever be a problem, other than possibly interfering with my stable bag requirement.

Any bag with Rixen Kaul mounts is rock steady. Goes on and off easily and is super secure. Ortlieb, Detours and many others use them.
