Yipes...lineric you really do not need 650c wheels nor 165mm cranks.
A 48cm C'dale frame will do you just fine with standard wheels and a 170 crank.
C'dale frames are a touch larger center to top than most frames of the same size.
You will have reasonable stand over height...it will never be what a taller person has with a correct fitting frame but it is what it is when we are 5'5" there is never a lot of stand over height lol.
I think you will find it a much better fit and more efficient and comfortable compared to what you have been riding.
Have the bike set up...seat back, proper stem length, rise, etc. and enjoy.
