I'd say go for it. Experiment.
All paints get chips.
If you got a rough/rusty painted frame you can only improve it.
Careful preparation will pay dividends.
There is a lot of prejudice against hand/brush painting, but a lot of fine, quality cars were painted this way in the past.
Remember, all paint chips.
