I bought a late 80s Trek 400 at a garage sale a couple of years ago for $50. Like new (immaculate) with a Zefal HP pump. The wheels, brakes & gears were in perfect order. I am a pretty good mechanic (and like to turn a wrench), but this needed nothing! Sold it to a buddy last year for $40 as a favor. I guess you need to shop around, and be flexible...eyes open to opportunity. Also, the ebay and/or CL price doesn't include the labor & parts you may need to bring a bike up to par. Plus, how about the cosmetics??? On second thought, given some of the prices people are asking/getting....maybe it pays to see what is collecting dust in the basement!
