Bikes: An OLD fixed gear conversion...I think the frame is Nishiki? ALSO, a new Mercier Kilo TT Pro track bike

I am going to buy a 17 tooth cog for my new Kilo TT Pro. I am not sure which size to buy, the 1/8 or the 3/32? Can anyone help me out? Also, I will not need a lockring correct?? THANKS
