i understand the 'risk' involved in straightening forks in this manner, and it seems pretty obvious that the OP did too. he only bent the forks a small amount, and i don't consider it to be a very dangerous operation in this case. bicycle mechanics often repair bent forks and frames by bending them back into shape (perhaps with a tool
like the one suggested by lwkwafi). cold-setting (or 'cold-forming', 'cold-working') does make steel less ductile (more brittle) but in this case, probably a negligible and safe amount.
i would be more concerned with the welds.
