Should I repack bearings or change frame?

Hey guys, I currently am riding an 82 Fuji Team as my basic transport and I have a much nicer modern bike for serious riding. Unfortunately, the time has come to change/ replace the bearings in my Bottom bracket and headset. I also have a stripped '86 Bianchi Strada with good headset and bb bearings. From what I know the fuji has upper middle level double butted main tubes, but a Hi ten fork. I know it has some sort of cro-moly from decals but other than that I have absolutely no idea what the tubing on the bianchi is, but i know its a lower end asian frame. I also do know that it has some kind of chro-moly fork so It has at least one advantage over the Fuji. Both have similar geometry, so do you think that I would have a higher quality bike just switching over to a newer, but lower end frame or should I refurbish my fuji frame? The bike will be used for commuting, and probably be mounted with rack and fenders (both have a full set of braze ons), so any shedded frame weight would be nice.
