Of course you could, but why start with a whole new wheelset? Spokes from new wheelset are unlikely to fit with old hub, so you'd need to invest in new spokes. So you might as well just buy an unbuilt rim or pair of rims.

The easiest thing to do is buy a set of rims that have the exact same ERD as your old rims. Then you can just tape the new rim to the old rim and move the old spokes over to the new rim without having to remove them from the hub.
