Also, good idea on the loaner locks at your library. My library has lots of good parking, with a window overlooking it... so unless I'm planning on being a while I often don't even bother removing my pannier. Usually I'm just popping in to pick up a reserved book though.
Street parking is pretty good all over Toronto, with the exception of some major events where there's simply not enough, but that's to be expected.
