I know from past experience that if I ask him to keep it down, he'll make a big stink and the librarian will come over and ask me what my problem is.

No, it wasn't my idea. I'd read about a library in Minnesota doing this. When I suggested it here, I found that the head of Branch Administration already had an order in. He's a recreational cyclist. Although, twice I've lent mine when all the library's locks were in use. (Staff get indoor secured parking, so lending my lock doesn't effect my bike's security. As with the library's locks, I keep the key.)
I never said locked bikes couldn't be stolen, but now that I think about it, we haven't (yet) had a locked bike stolen. We've had cars stolen, and car break-ins are a recurring issue. But in nice weather, our bike rack is nearly always full, and even in winter, there are always one or two.
As for the cellphone, we have a no cellphones policy, and staff are pretty good at enforcing it. Generally when one patron complains about another, things are dealt with fairly.
