How about this plan:

reduce the speed limit on all roads under 2 lanes each direction to 30 kms/hr

Get rid of stop signs and traffic lights, or at least turn the traffic lights off during non-peak times

Where there is more than one lane- one lane should be a dedicated, full width diamond bike lane. Not a bike lane where you have to share with your two mortal enemies either (who the hell thought of a lane for bikes, cabs and busses anyhow)
