If you're sticking with 27" wheels, you might as well stick with Dia Compe/Weinmann centerpulls, but upgrade the pads to Kool Stop Continentals and replace the cables and housing. And/or you might upgrade the levers to Tektro R200 aeros. That should give you plenty of braking power.
