Actually, this makes perfect sense. There's a power cut-off switch built into the brake lever. It's a safety feature which cuts off power to the motor whenever you hit the brake. Most electric bikes have this safety feature built-in to prevent from using the throttle and motor at the same time you're using the brakes.
