I'm new at refurbishing, too, but for sourcing inexpensive wheels, the advice I've seen before is:

1) Other old bikes rescued from the trash
2) Bike co-ops
3) Craigslist
4) Swap meets/flea markets
5) sometimes eBay
6) Ask all your friends, family and neighbors, who may have bikes and parts to unload.
7) Bike Forums has a forum for buying and selling, also.
8) The LBS may have a bargain if you ask.

After posting, I realized you said only that the spokes were broken or bent, and there was some rust. Spokes can be replaced and rust can be removed much more cheaply than buying a whole new wheel.

Good luck, and have fun with it! While some look askance at Huffy, there are also those who swear by them. Or at them.
