not all tires are true to their tagged size. some run large, some run small.

I've gone from 23s, to 25s, to 28s with the same tire on the same bike. the ride quality basically grows more comfortable with the larger size but more sluggish as you go up. I prefer a true 25 which is a good happy medium.
