23c or 25c with reasonably bad roads? Or stick to MTB?

The roads where I live are just about OK and you do get sudden potholes and loose gravel patches etc. The bikes I am looking at come with either a 23/25c. Is it worth getting the 25 for extra stability? Is it possible even with a 25 to ride on these kind of roads? Or should I stick to a mountain bike - which Is what I am using now.

The 23c is this: Maxxis Xenith 23-60

And the 25c is this: Bontrager Select, 700x25c

We really have no selection of tires to change to etc so any help here will be great.
