I think the point that is apparent is that it tends to be negligible in terms of power output, but it tends to improve the 'feel' of the ride in some cases. Even if that isn't a 'real' effect, the placebo effect of being told that your frame will be able to fly through corners better than the last frame you rode.
I'm pretty sure I'm no faster on my CAAD9 than I am on my 84 trek 760. But boy, when I crank on the CAAD9, it sure feels a lot better. That's totally worth a mental edge.
