If they are trying to make cycling more dangerous, yes. Sidewalk riding is dangerous. Plus, this driver was not concerned about the safety of the cyclist. This driver was concerned that the cyclist delayed him by a total of 1.53684 micro seconds.
That said, we have to keep this in perspective. This was not the Crime of the Century. What's appropriate is a talk with the manager and, if that does not produce satisfactory results, a letter to the manager and to corporate. This is not a police matter.
