Uh, best compromise of utility / speed would be an entry level cyclocross bike. Kona makes two affordable cross bikes (Jake The Snake and Jake), along with Giant. You should check those out, because they have eyelets for racks + fenders, plus they can take large width tires for poor conditions, such a snow, ice, mud, etc...
