Has it occured to you that these people bought the bike legitmately from a pawn shop or similiar? or bought the bike from a police auction? Or even from a Goodwill store where I have seen Treks show up before.

Now yes, I know, if a Trek is going to show up in a pawn shop, it is hot as a firecracker. But don't assume that the person riding the bike STOLE the bicycle.

If you find out the bike was legit bought, it kind makes you look like a racist who harasses minorities. Perhaps compliment him on the bike and ask him where he bought it from before you assume it was stolen.
