Depends on the state or city. Pawn shop laws vary a lot. I still think it is racist to think that a minority riding a good bike w/o $300 clothing makes you run to the cops believing the bike has to be stolen. Think about this if you were black. Would you want the police to constantly be questioning you because white bike riders think you are a thief?
