I've done 30 TT's on 19mm tires, some TT specific, and never had a flat. I would say beware some of the ultralight tires though, there are some that are meant primarily for the track.

Zipp TT specific front and rear aren't a bad call. The Conti's you mentioned are very good also. Keep in mind that tubulars will take, and need, more pressure than clinchers.
