The only problem with the Contis is, by definition, they are built up with a butyl tube. Although that's great for not having to pump them up every day...that makes them slower than they would be otherwise. With TTs, going fast is about attention to a LOT of seemingly insignificant details. For TT purposes, I'd consider the following tires (which are built up with latex) for the front:
1. VF Record
2. Vittoria Chrono CS
3. Bontrager RXL Pro
4. Zipp Tangente
For the rear, I'd go with something slightly wider and more "durable" since punctures happen more often on the rear.
1. Bontrager RXL Pro
2. Vittoria Corsa CX or KS
3. Zipp Tangente
Those recommendations are based on both the rolling resistance of the tires and their width, which will determine the total drag (rolling plus aero) of the tire/wheel package.
Lastly, glue them up with Mastik 1 and make sure you (or whoever does the gluing) uses WAY more glue than what is normally considered "correct"...like 2-3 tubes per wheel with 3 thick coats on the rim and 2 on the tire. That will give you the best rolling resistance with the tubulars.
