Something like the Park tool to start with. I also use a Dremel tool to finnish the inside of the outer cables. Often the cable cutter will crimp the outer a little which is a problem so I clean this up with a fine dremel tool. You do want one of those cutters though to make a nice clean cut of the inner cable. Cheap cutters will make a mess of the inner cable.
