It could be a Schwinn. i just peeped my 354 and its very similar although the rear dropouts on mine are more 'flush'.

My 354 has the serial stamped into the bb on the left side and it follows the circumference versus running left to right.

Check the headtube....does it have 2 small screw holes for the front plate?
