The only "bike" likley to achieve out braking a car is a recumbent tadpole trike, weight transfers to the 2 front wheels and there is still very little mass to maintain momentum, the cg has dropped 25" or more and you are laying with your body mass toward the rear and you wont go over the handle bars.
Road bikes in general would be one of the worst braking cycles available.
