Maybe 10 years ago. Depending on the budget of the agency there are some pretty sweet setups where the the calls are dispatched by basically E mail. They can type in and run plates while moving and the cars are also equiped with GPS to locate the officer and to direct them to the correct location the officers need to go to. They are connected directly to HQ and they can file online reports without leaving the vehicle. I think the difference is that the officers have lots more driver training than the average motorist.
